The security of personnel and security institutions is a major issue for the stability and functioning of the state in the Democratic Republic of Congo. These agents—military personnel, police officers, military magistrates, and officials engaged in national security missions—are exposed to various types of risks in the performance of their duties.

While human losses related to military operations are generally associated with armed clashes, certain deaths or accidents also raise questions regarding travel conditions, institutional protection, operational security, and risk prevention mechanisms. These real-life events demonstrate the shortcomings within the security apparatus in the Democratic Republic of Congo.

Since 2023, several incidents involving personnel from security and defense institutions have drawn attention to this issue. Some deaths occurred in circumstances that required investigations or prompted requests for clarification, while others were presented as casualties incurred during operations. This diversity of situations leads us to question the level of occupational exposure of personnel tasked with protecting the state and the population.

This analysis therefore focuses on a central question: are personnel in security and defense institutions in the DRC currently facing accumulated occupational exposure, including outside the direct field of combat? Through several documented and recent cases, the aim is to examine the various risks to which these personnel may be exposed, without prejudging the exact causes when these are still under investigation.

Accumulated occupational exposure?

Colonel Sébastien Kabulo — 2023
Head of the territorial police in Kasenga (Haut-Katanga), he was found dead in a well in July 2023. The police classified his death as an assassination, while indicating that the exact circumstances remained to be clarified.

First Sergeant Major Hilaire Bobwa Imole — 2024
A soldier detained in military intelligence facilities, he died in September 2024. A human rights organization called for a judicial inquiry into the circumstances of his death, particularly the conditions of his detention.

General Peter Cirimwami — 2025
The military governor of North Kivu, he died while on the front lines. The Congolese army later claimed he had been killed by a Rwandan sniper and that one of his bodyguards had also been killed. This case illustrates a death in action for which the attribution was officially communicated, unlike the previous cases.

Personnel of security and defense institutions in the DRC are currently highly exposed to risks related to their duties.

The Kenge plane crash illustrates this vulnerability: soldiers and senior military magistrates were returning from a service mission in Kikwit. The mobility of personnel, operational deployments, internal conflicts, and missions in challenging environments increase their exposure, but the circumstances of this accident remain unclear. According to a document published on Friday, September 25, 2026, the means of transport planned for the mission was a vehicle.

Risks that now extend beyond the battlefield

The threat is not limited to direct or visible armed confrontations. It also includes potential orchestrated accidents, staged crashes, logistical problems, and possible security lapses. Every error, oversight, or disclosure of classified information can further facilitate an adversary’s plans.

The Kenge crash thus demonstrates that personnel protection must integrate operational, air, maritime, land, and logistical security, as well as privacy protection and secure administration.

The exact causes of the accident remain to be determined by the announced investigations.

A Question of Institutional Protection

The disappearance of personnel is also significant and demonstrates that personnel protection must become an institutional priority.

This implies better risk assessments before missions, appropriate means of transport, enhanced security procedures, and rigorous monitoring of movements.

Ultimately, the current crisis concerns both the physical protection of personnel and the State’s ability to ensure the safety of those who guarantee national security.
