After several weeks of intensive negotiations in Doha, representatives of the Congolese government and the Congo River Alliance/M23 (AFCM23) are nearing a historic agreement.

This text aims to establish peace and stability in eastern Democratic Republic of Congo (DRC), a region long marked by recurring armed conflicts. The discussions focus on three key points, considered essential for building lasting reconciliation.

1. Progressive Restoration of State Authority

The first pillar of the agreement concerns the restoration of state authority. This process will be gradual and coordinated with #AFCM23 to strengthen institutions and public services in areas affected by the conflict.

his approach not only ensures an effective return of state authority but also reassures local populations about the government’s ability to maintain order and provide essential services. Experts emphasize that this step is crucial for stabilizing Eastern Congo.

2. Implementation of Transitional Security Arrangements

The second element concerns security. The Congolese government and AFC/M23 must agree on transitional security arrangements to protect civilians and maintain public order in sensitive areas.

These mechanisms will include joint supervision of strategic points and coordination of local forces to prevent any escalation of violence. They aim to create a safe environment for the gradual resumption of economic and social activities.

3. Establishment of an Independent National Commission

Finally, a third fundamental aspect of the agreement is the creation of an independent national commission tasked with promoting truth, reconciliation, and accountability for crimes committed. The commission will also recommend appropriate reparations for victims.

Negotiators consider this mechanism essential to strengthen national cohesion and prevent the recurrence of violence, providing victims with justice and acknowledgment.

These three pillars – restoration of state authority, transitional security, and a reconciliation commission  form the foundation of the final agreement. The parties hope that once signed, the text will end tensions in Eastern Congo, ensure civilian security, and promote national reconciliation.
